Decisions are taken in accordance with the Policies & Rules etc. received from Ministry of Home Affairs and the decisions taken by the Ministry from time to time and procedures/practices of the Academy. Policy matters are decided at the level of Director, SVP NPA.

The Director, SVPNPA and Senior Officers of the Academy have been delegated with Financial Powers.

Norms for Discharge of Functions [Section 4(1)(b)(iv)]

1.4.1

Nature of functions / service offered

The Sardar Vallabhbhai Patel National Police Academy (SVP NPA), trains officers of the Indian Police Service, who are selected through an All India based Civil Services Examination. The Academy also imparting basic training to the officers from friendly foreign countries viz. Bhutan, Maldives and Nepal.

Apart from the Basic Training Course for IPS officers from friendly foreign nations/countries, the Academy also conducts Compulsory Mid-Career Training Programme for officers of SP, DIG and IG/Addl. DG levels of the Indian Police Service; Training of Trainers’ Course for the trainers of various police training institutions in the country; IPS Induction Training Course for State Police Service Officers; and short specialised thematic Courses, Seminars and Workshops on professional subjects for all levels of police officers. Foreign police officers and other officers belonging to Army/IAS/IFS/Judiciary, Public Sector Undertakings, Nationalised Banks, Insurance Companies etc. also attend various specialised courses conducted here from time to time.

The Sardar Vallabhbhai Patel National Police Academy (SVPNPA) is a subordinate organisation working under the controlling of Ministry of Home Affairs. No separate Annual Report of the Academy is published.

The Sardar Vallabhbhai Patel National Police Academy (SVPNPA) is an institution of Global Center of Excellence and the Nodal Center of Police Training in India. All the Administrative Offices, Labs, Central Facilities, Libraries, Hostels etc. are located on its Campus which facilitate quick communication channels to and from. The general code for discharge of its daily functions is to accomplish work on day-to-day basis, keeping in view the requirement and urgency of each case.

Process by which these services can be accessed

The Sardar Vallabhbhai Patel National Police Academy (SVP NPA), trains officers of the Indian Police Service, who are selected through an All India based Civil Services Examination. The Academy also imparting basic training to the officers from friendly foreign countries viz. Bhutan, Maldives and Nepal. 

As per Indian Police Service (Probation) Rules, 1954, every officer recruited by promotion to the Indian Police Service has to undergo training at the Sardar Vallabhbhai Patel National Police Academy, Hyderabad within the period of their probation. Academy provides a six-week Course called Induction Training Course (ITC) to these Officers. Till now 47 Induction Training Courses have been conducted by the Academy in which 2229 SPS Officers have undergone the course.

The Indian Police (Pay) Rules 2007, stipulates that IPS officers shall be appointed to the Junior Administrative Grade after completing the Phase-III Mid-Career Training Programme and Officers shall be appointed to the 2nd Super Time Scale (IGP Rank) after completing the Phase-IV Mid-Career Training Programme. Completion of Phase-V is mandatory for drawing the annual increment from 28th year onwards. The Mid-Career Training Programmes are being conducted as per the syllabus suggested by the Committee (2008) chaired by Dr. Trinath Mishra and approved by MHA.

1. Internal Complaints Committee on caste-based discrimination

A Nodal Officer is appointed to address the complaints on caste-based discrimination against SC/ST/OBCs Staff. The details can be seen here.

2. Internal Complaints Committee on Sexual Harassment

A Committee has been constituted to go into and recommend necessary steps with regard to complaints on sexual harassment and to address issues related to Prevention, Prohibition and Redressal of such complaints. The details can be seen here.

Efforts to encourage public authority to participate in these programmes

The Academy had observed Vigilance Awareness Week from 27th October to 02nd November, 2025 and also conducted an awareness campaign on preventive vigilance from 18th August to 17 November, 2025.

- Integrity Pledge is administered to all employees as part of Vigilance Awareness Week. During the integrity pledge taken by everyone it was reiterated that honesty and integrity shall be integral part of any government service and these attributes shall be given utmost importance in fulfilling the responsibilities of the post.
