Introduction
1. As part of the Golden Jubilee Celebrations of SVP National Police Academy /
Central Police Organisations, the Government of India have instituted the
“Sardar Vallabhbhai Patel National Police Academy Golden Jubilee Research
Fellowship”. The objectives of the Scheme are encouraging serving and retired
police officers to undertake research on emerging problems,areas related in
Policing like Cyber Crimes, Corruption, Organised Crime, Terrorism, Ethnic
Violence, Drug Abuse, etc. This in-depth research will be aimed at facilitating
systematic handling of such problems, evaluate current practices and also to
devise alternative methods of handling them.
2. The Government of India have accorded approval to the continuation of the
Scheme for awarding three Golden Jubilee Research Fellowships @ Rs.1,50,000/-
each.
3. All serving and retired Police Officers with field experience in the
relevant topic would be considered for the award of Research. Academicians who
have been actively involved with Police in the related fields of the topic of
research would also be considered for this Award. The Research is to be taken
up individually or in association with another person, where the field of study
is wide. Those who have already applied for the Police Fellowship-2002 will
also be considered.
4. A copy of the Rules of the Golden Jubilee Research Fellowship Scheme is
enclosed herewith.
Background
There has been
an increasing pressure on the Police Forces because of the new and complicated
problems like Cyber Crimes,Corruption, Organised Crime, Terrorism, Ethnic
Violence, Drug Abuse, etc. The Police response in most of these cases is
generally on an adhoc basis depending on the capabilities of Individual
Officers who happen to face these situations at a particular place and time. In
order to facilitate systematic handling of such problems, evaluate current
practices and to devise alternative methods of handling such situations, the
Golden Jubilee Research Fellowship intended to encourage research on Organised
Crimes and Violent Movements and other problem areas related to Police working.
Eligibility
(1) All
Serving IPS Officers with a minimum of 10 years’ service with three years of
field experience in the topic of the research, and Retired Police Officers, and
(2) Academicians who have been actively involved with Police in the related
fields of topic of Research for 3 years.
Note: A Research Project may be taken up individually or in association
with another officer, where the field of study is wide.
Selection Committee
The Selection
Committee set up by the Government of India under Director, NPA consisting
Director General, BPR&D, Joint Secretary (Police), MHA and Finance Advisor
(Home) as members shall examine the proposed Research Project and the
suitability of the persons who take up the Research. The committee shall also
fix duration of the Fellowship.
Duration
The Duration
of the Fellowship shall not exceed one year. However, the period may be
extended, where circumstances so demand, with the approval of the Selection
Committee.
Fellowship Grant
For the
duration of the Fellowship, the Officers will be treated as on duty / Study
Leave and draw his pay and allowances from his parent department. The amount of
the Fellowship Grant will be decided by the Selection Committee depending upon
the duration of the Fellowship and the travelling expenses, research and
secretarial assistance and contingent grant, etc., will be fixed
proportionately. For a fellowship of the duration of one year, the grant will
be as under:

Procedure for Research

| 1. |
The Fellowship will be doing the research under the guidance of
a Supervisor to be nominated by the Selection Committee. The research
methodology shall be decided by the Supervisor in consultation with the
Research Fellow and approved by the Director.

The Fellow will be expected to submit quarterly reports to the
Supervisor, with a copy to Director, NPA indicating the progress of the
Research Work.

| 3. |
All travels and tours undertaken in connection with the Research
will be authorised by the Director, NPA on the recommendation of the
Supervisor.
|
| 4. |
The Fellow will be permitted to use the facilities of the NPA
Library and other facilities available in the NPA.
|
| 5. |
The Director, NPA shall be authorized to suspend the payment of
Fellowship Grant and refer the matter to the Selection Committee if he is not
satisfied by the progress of the Research Project or when the Fellow fails to
submit regular Progress Reports.

| 6. |
Immediately on completion of the Fellowship, and before the
release of quarterly grant, the Fellow shall submit two copies of his thesis /
dissertation to the Director, NPA – one directly and one through the
Supervisor.

| 7. |
The Fellow will stay in NPA Campus during the period of
Fellowship, as this is a Residential Programme.
|
| 8. |
No part of the thesis in full or part will be made available by
the Fellow to any individual or organization, whether private or public, in any
form or by any means, electronic or mechanical, including photocopying,
recording, or by any information storage and retrieval systems, without
permission in writing from the Director, NPA.

| 9. |
Any violation of the Rules will entail refund of the entire
Fellowship Grant by the Fellow. |
| 10. |
The decision of the Director, SVP National Police Academy will be
in case of any dispute. |
Degrees
|
|
| 1. |
The Fellow, if he so desires, may register himself with a recognized University
for award of Degree of M.Phil. or a Doctorate whichever may be applicable and
submit his dissertation / thesis to the University. |
| 2. |
The SVP NPA will have full rights to use the thesis / dissertation submitted by
the Research Fellow for academic / training purposes. Copyright of the
dissertation / thesis of the Research Fellow vests with the NPA. |
