The Academy is celebrating its Diamond Jubliee Celebrations from September, 15th,2007, as it has completed 60 years in serving the Nation. As part of the celebrations, a parade by the 59RR probationers and uniformed staff was done. Sh. M K Narayanan, National Security Advisor, reviwed the parade. Later Sh M K Narayanan addressed the probationers. The celebrations will continue up to September,2008.

Reunion seminar for 1982 batch IPS officers was conducted in the Academy on 3rd and 4th December,2007. The batch consists of 57 officers out of which 3 officers expired, 6 officers left the service, and 48 officers serving. 30 Officers attended the course, and discussed on the theme of the seminar “Need for Modernisation of Police Forces to effectively meet the emerging Internal Security Challenges” . The programme director was sh. Milind Kanaskar, IPS.

Reunion seminar of 1977 Batch IPS officers was conducted in the Academy on 12th and 13th Nov,2007. The batch consists of 119 officers. 52 officers attended the seminar. The theme of the seminar was, "Left Wing Extremism : Challenges and Response ". The Course was conducted by Sh. Santosh Macherla, IPS, Jt. Director of the Academy.

Reunion Seminar of 1957 Batch of IPS officers was conducted in the Academy on 27th and 28th, December, 2007. Out of 70 officers, 23 officers attended the Seminar. The theme of the seminar was " Innovative Measures to promote Citizen-Friendly Policing” . The course was conducted by Sh. Santosh MAcherla, IPS, Jt. Director of the Academy.

A course on 9th Strategic Management Programme was held in the Academy for senior IPS officer from 31-12-2007 to 5-01-2008. 18 Officers participated in the Course from different states and CPOs. The Course was inaugurated by Sh. P P Shrivastava,IPS(Retd.,) Member North East Counsel. The objective of the course are 1. Evolve action plans for implementation on contemporary issues in Indian Police for improving organizational excellence, and 2. Strategic use of Science and Technology in Policing. 105 IPS Officer Trainees, including 15 lady officers, belonging to 60th Batch of Indian Police Service reported at the Academy on 10-12-2007, for the Basic Course Training (Phase – 1) of 45 weeks duration, which completes on 31-10-2008. 4 Maldivian & 4 Royal Bhutan Police officers are also undergoing training with this batch. A course on Computer and Internet crimes was conducted in the Academy from 19th - 23th November,2007. The Course was attended by 17 participants including 12 IPS officers from different states, 5 officers from CPOs. The objective of the course are 1. To understand what Computers and Network 2. To understand the implication of the Cyber world and legal measures to harness it
3. To understand basics of Cyber Forensics & Procedures for Investigation of Cyber Crimes . The Course was inaugurated by Dr. G S Rajagopal, Director,SVPNPA. The Course exposed the participants to various areas which includes, Networks, Internet related attacks such as Phishing, Website defacement, Crime Investigation, Legal Aspects of Cyber Crimes and Computer Forensics. Various eminent guest faculty were invited to deliver the lectures. The programme director was Smt. Bala Naga Devi,IPS. The course was rated 4.7/5.0.

Dr. P C Alexander, Member of Parliament, Former Governor of Tamil Nadu and Maharashtra delivered the 22nd Sardar Vallabhbhai Patel Memorial Lecture at the Academy on the theme “Threats ot National Integration”, after lighting the lamp and offering floral tributes to the Iron Man of India Sardar Vallabhbhai Patel.

The Academy conducted 2 day Conference of Heads of Police Training Institutions of SAARC Nations on 8th and 9th October, 2007. Representatives of 7 Nations viz., India, Pakistan,Maldives, Bhutan, Srilanka, Bangladesh, Nepal participated in the Conference.
During the conference the delegates discussed various issues related to Police Training. During the two days, discussions were be held on Core Competencies of Police Training Insitutions, Organising of Joint Training Programmes, Exchange of faculty, feasibility and modalities, Offering of seats other member countries, Sharing of Training Resources amongst member countries.

A one week Course on Police Training was conducted in the Academy from 17th September - 22nd September, 2007. A total number of 30 officers have attended the course.
The course was inaugurated by Shri Upendra Verma, Director, Vig & ACB, TVM, Kerala, and the valedictory address was delivered by Shri Dr. Jayaprakash Narayan, National Coordinator, Lok Satta.
The objectives of the course were:
1. Analyse various factors leading to corruption.
2. Understand various Anti-Corruption laws.
3. Acquire knowledge and skills for the investigation and detection of corruption cases.

A one week Course on Police Training was conducted in the Academy from 24 September - 29 September, 2007. A total number of 18 officers have attended the course.
The course was inaugurated by Shri S.Ramakrishnan, IPS (Retd.), Member, WB Police Reforms Committee, and the valedictory address was delivered by Shri Dr. G.S. Rajagopal, Director, SVPNPA.
The objectives of the course were:
1. Evolve Strategies for effective management of training function.

3. Devise strategies for continuous identification of Training and Development needs of police Personnel.

A 5 day Seminar on National Security was conducted in the Academy from 10th September -14th September, 2007. A total number of 36 officers have attended the course.
The course was inaugurated by Shri Dr. G.S. Rajagopal, Director, SVPNPA, and the valedictory address was delivered by Shri Anjaneya Reddy, IPS (Retd.).
The objectives of the course were:
1. To enhance awareness of the different sources and dimensions of threat to national security, among senior officers participating in the seminar.
2. To sensitize the participants to newer and emerging trends – domestic as well as international – impinging on national security.
3. To enable the participants to understand the nuances of national security challenges emanating from multiple sources, and deliberate on ways and means to promote adequate preparedness to counter the same.
4. To promote inter-service interaction and coordination for a holistic approach to national security issues.

A 3 day course on Disaster Management was conducted in the Academy from 5th September - 7th September, 2007. A total number of 26 officers have attended the course.
The course was inaugurated by Shri K.M. Singh, IPS(Retd), and the valedictory address was delivered by Shri Dr. G.S. Rajagopal, Director, SVPNPA.
The objectives of the course were:
1. Enhance the awareness about the nature and the characteristics of different types of disasters
2. Improve their capability in dealing with disasters
3. Understand and use the developments in the field of technology in Disaster Management

The Academy organized a one week Course on "Organised Crime" from 20th to 25th August, 2006. 17 officers from
various states and CPOs and other organizations attended the course. The Course
was inaugurated by Shri Dr. G.S. Rajagopal, IPS, Director, SVPNPA. The objectives of the
course were to enable the participants :
1. To Understand the meanings, Characteristics and magnitude of Organised Crime and appreciate the threat posed by Organised Crime to National Security.
2. To identify various types of Organised Crimes, Indicators of growth of Organised Crimes in an area, and modus operandi of criminals.
3. To identify the problems in preventing and combating the Organised Crimes.
4. To acquire the knowledge required for prevention, detection , investigation and prosecution of Organised Crime.

A Secretary level delegation from Bangladesh, consisting of 11 members, visited the Academy on August 6, 2007. Dr. G.S. Rajagopal, IPS, Director of Academy briefed the delegates on various activities with respect to training in the academy.

A 5 day course on Indian Forest Service was conducted in the Academy from 6th August - 10th August, 2007. A total number of 55 officers have attended the course.
The course was inaugurated by Shri Santosh Macherla, Jt. Director, SVPNPA, and the valedictory address was delivered by Shri Mitesh Malhotra, Addt. PCCF, Hyderabad.
The objectives of the course were:
1. Investigation of wildlife crimes
2. Application of Forensic Science Techniques in investigation of wildlife crimes
3. Evolve effective strategies to prevent wildlife crimes
4. Handle effectively mobs and related problems and
5. Manage trials related to wildlife crimes

The Second Mahatma Gandhi Endowment Lecture was delivered at the Academy on
Saturday the 3rd February, 2007 by His Holiness Sri Sri Ravi Shankar, on
“Gandhian Values and Today’s Governance”.
The Mahatma Gandhi Endowment Lecture has been instituted by the “Kaza Poorna
Chandra Gandhi Trust” for Human Values, with the objective of promoting the
spirit of basic human values, like truth, integrity and commitment to public
service which is founded by Dr. K.P.C. Gandhi.
Dr. G.S. Rajagopal, Director of the Academy welcomed His Holiness Sri Sri Ravi
Shankar. Speaking on the occasion H.H. Sri Sri Ravi Shankar said that Public
and Media should be educated not to blame the Police because it is the Police
which provides the fences to the society for peace and orderliness. He
advocated the existence of society, which is free from violence, confusion and
inhibitions. This will help us in developing the sense of unity which will
stitch people together.

thanks to HH Sri Sri Ravi Shankar for his words of wisdom.

A
one week Seminar on National Security was conducted in the Academy from 29th
January to 3rd February, 2007. 37 officers attended the seminar from various
states including IAS officers and Defence officers. The objectives of the
course were:
• To increase awareness of the different dimensions and elements that
constitute National Security as well as threats to such security
• To provide an opportunity for the participants to interact and exchange ideas
on the Subject
The Seminar was inaugurated by Shri J. Harinarayan, Chief Secretary, Govt. of
AP on 29th January 2007 and delivered the inaugural address. Dr. G.S.Rajagopal,
Director, SVP NPA was Chief Guest for the Valedictory Session on 4th February,
2007.

The
long overdue renovation and leveling of PT ground of the Academy was finally
completed in January 2007. The major work involved dumping of about 350 trucks
of fine gravel ferried from 20 Km. distance, leveling and rolling for about a
month. The renovated PT ground is a sight to behold.

A
50 Years Re-union Seminar of 1956 RR was conducted in the Academy on 28th and
29th December, 2006. A total of 18 IPS (Retd.) Officers attended the Seminar.
The Theme for the Re-union Seminar was “Internal Security Environment”. The
inauguration was conducted by Shri Santosh Macherla, Joint Director, and the
concluding remarks were given by Dr. G S Rajagopal, Director of the Academy.

to Madhya Pradesh Cadre. He is B.E.(Electronics). Before joining the NPA he was
DIG Selection, PHQ, Bhopal. He started his career as ASP Rajnandgaon and
Balaghat. He is also an author of a book on “Riot Control”.

the Academy from 20th to 25th November, 2006. 17 participants have attended
this course.The objectives of the Course are:
• Recapitulate the various essential elements of day-to-day policing and
Station House Management.
• Understand the impact of day-to-day policing on law& order, crime
prevention and crime detection tasks of the Police.
• Deliberate on adverse impact of the neglect of day-to-day policing on the
growth of phenomena like Organised Crime, Terrorism, Militancy, Communal
Violence, etc.
• Appreciate the implications of the absence of day-to-day policing for
anti-extremists operations, counter-intelligence tasks, etc.

five day Course on Police – Political Leadership Interface was conducted in the
Academy from 13th to 17th November, 2006. 20 participants have attended the
Course. The objectives of the programme are :
• To understand the role of police as well as political leaders in good
governance, as envisaged in the Indian Constitution and the need for a healthy
relationship between police and political leaders for achieving their common
goal.
• To properly understand the position, role and constraints of police in a
democracy and to devise means and methodology for sensitising the political
leadership on these matters.
• To understand the political leaders’ vision of the police and its leadership
in the 21st century.
• To understand the need to sensitise political leadership about growing
dangers from phenomena like Terrorism, Organised Crime, Militancy etc.,
• To understand the need for promoting healthy Police-Politician relationship
in a democratic polity, and
• To understand the role and requirements of Police Leadership in the The
participants ponder over present political environment.
The Course was inaugurated by Shri K Vijaya Rama Rao, IPS(Retd.) on 13th
November, 2006, and delivered inaugural address on the theme “Role &
Responsibilities of Political Leaders and Police in a democratic polity”. Shri
P S Ramamohan Rao, IPS (Retd.) and former Governor of Tamil Nadu delivered
valedictory address to the participants of the Course on the theme “Proactive
Police – Political Leadership Interface for Better Governance”.

one week “Faculty Development Programme” was conducted in the Academy from 06th
to 10th November, 2006. The objectives of the programme are to:
• Use learning and communication principles in teaching
• Employ systems-concept of training in structuring training
• Demonstrate their skills in counseling, coaching and providing feedback to
the trainees
• Construct and use the evaluation tools.
The programme was inaugurated by Shri Kamal Kumar, former Director of the
Academy. The valedictory function was presided over by Dr. P S V Prasad, IPS
(Retd.). 9 faculty members have attended the faculty development programme.

Dr.
G.S. Rajagopal belongs to the 1971 batch of the Indian Police Service and is
borne on ‘the Rajasthan Cadre. He obtained his post graduation in Economics
from the Delhi School of Economics (1968-70). As part of in-service training,
he completed M.S. in Development Studies at the University of Bath, U.K
(1984-85). He received a Doctorate in Journalism for his research on the topic:
“ Press in India – Forms, Extent and Consequences of Control”.
Dr. Rajagopal held a variety of postings in Rajasthan and in the Government of
India. He remained posted as Superintendent of Police at Barmer, Tonk,
Chittorgarh and Alwar. Amongst other postings, he was the Staff Officer to the
DGP, Rajasthan, Director, Rajasthan Police Academy and held stints in different
ranks in the State Anti-Corruption Bureau.
In the Government of India, Dr. Rajagopal remained posted as Regional Officer,
Central Board of Film Censors, Executive Director (Vigilance) – HMT, and
Director (Vigilance) – Kudremukh Iron Ore Company Limited, Bangalore. He was
also Additional Director General, Sashastra Seema Bal (SSB), Ministry of Home
Affairs. Prior to his appointment as Special Secretary in the Ministry of Home
Affairs, he was Director General, NHRC. He also held additional charge of
Director General, National Security Guards, Ministry of Home Affairs.
Dr. G S Rajagopal took over the charge of the Director of the Academy on 1st
November, 2006.
His interests include vintage cars, philately and numismatics. He is the proud
owner of a 1938 model Moris-8 vintage car.

Shri
Kamal Kumar Director of the Academy retired on 31,st October, 2006.
He joined the Academy as Director on 1st October, 2004.
During his tenure as the Director of the National Police Academy his
outstanding contributions included the enrichment of learning infrastructure of
the Academy, establishing and further strengthening the bonds of collaboration
for mutual learning with the institutions of the eminence like Tata Institute
of Social Sciences, Mumbai; Administrative Staff College of India, Hyderabad;
Osmania University, Hyderabad; Bureau of Indian Standards, New Delhi; V.V. Giri
National Labour Institute, New Delhi. He introduced a number of training
programmes of contemporary relevance at the Academy. He started the Faculty
Development Programmes at the Academy to help its faculty to sharpen further
their trainability.
At the national level, his main contributions as the Director of the Academy
included drafting of the New Police Act as a Member of Committee headed by Shri
Soli J.Sorabjee. He was the Member Secretary of the Committee appointed by the
MHA, New Delhi for reviewing the various reports by Commissions and Committees
on Police Reforms. He conducted a National Workshop on Public Order at the
Academy on the behest of Administrative Reforms Commission headed by Shri
Veerappa Moily.

A
delegation of five Senior Royal Bhutan Police Officers visited the Academy on
29th October, 2006, and another Burmese delegation fo 8 members led
by Maj. Gen Maung Oo, Ministry of Home Affairs, Govt of Union of Myanmar, have
visited the Academy on 19th December, 2006. After brief interactions
with the faculty of the Academy, the visitors toured the campus and
familiarized themselves with the various training facilities available at the
Academy.

A
Five Day Course on ‘Police – Political Leadership Interface’ was hel in the
Academy from Nov, 13th to 17th 2006. There were 20 participants attended the
course representing CPOs and other Sate Police Organizations.The Course was
inaugurated by Sh. Vijay Ramarao,IPS (Retd.) & Former Minister Govt. of AP.
The objective of the Course was "to understand the role and requirements of
Police Leadership in the present political environment". The course was
validicted by Shri P.S. Rama Mohan Rao, IPS (Retd.) & Former Governor of
Tamil Nadu.

The
Olympic Size swimming Pool of the Academy was emptied out for repairs in
November, 2006. Major repairs like replacement of worn-out tiles, stairs, inlet
drains, cleaning of deck, construction of footbaths and renovation of filter
plant etc. were conducted over a period of over two months. Now the pool is
being refilled with fresh water and will be ready for use by February 10th,
2007.

Smt. Tilotama Varma, IPS(UP:1990), Deputy Director repatriated
from the Academy on Lateral Transfer to CBI as DIG on 28th October, 2006.
Smt. Tilotama Varma joined the Academy as Assistant Director in June, 2002, and
later promoted as Deputy Director on 10.06.2005, during this period she served
the Academy in various capacities as Assistant Director(Admin), President of
IPS Mess Committee, etc. The Academy wishes her all the best !!

Shri A.V. Padmanabhan, Chief Drill Instructor, was repatriated
from the Academy on 3rd November, 2006. He has reported back to Director
General, CRPF, New Delhi as Assistant Commandant.
Shri A.V. Padmanabhan joined the Academy as Chief Drill Instructor in July
1996. Prior to that, he had been with the NPA as an ADI (1978 to 1983), a DI
(1989 to 1994). His association with NPA was more than 20 years long. He had
tremendous training experience and was forever willing to take a probationer
aside and get him to overcome his difficulties in the outdoors. He has taught
the stiffest of probationers to back roll gracefully. He is a thorough
gentleman and very patient with the most complicated of skills to be imparted
to the probationers. He has been instrumental in teaching probationers
everything about being not only a policeman but perhaps more important about
behaving as an officer and a gentleman. The Academy wishes him all the best!!

Padmavibhushan Shri Soli J. Sorabjee, former Attorney General
of India delivered the 21 st Sardar Vallabhbhai Patel Memorial
Lecture at the Academy on the theme “The Constitution, Rule of Law and the
Police”, after lighting the lamp and offering floral tributes to the Iron Man
of India Sardar Vallabhbhai Patel.
He said that however high the Police Officer might be in hierarchy but the law
was above him. He is the servant of law and constitution. He advised the IPS
Probationers to always assimilate this fact in their performance of duty. He
strongly recommended the creation of culture for effective observance of Rule
of Law in our country.

Shri A.S. Ramachandra joined the Academy as Assistant Director
(Law) on 5th October, 2006. Shri A.S. Ramachandra has sixteen years experience
as a Law teacher, trainer and researcher. He has also served at LBS National
Academy of Administration, Mussoorie as Reader in Law, National Judicial
Academy, Bhopal as Research Fellow and Rural Litigation and Entitlement Kendra,
Dehradun as Senior Legal Consultant.

Lord (Prof.) Bhikhu Parekh delivered the first 'Mahatma Gandhi
Endowment Lecture' on " Relevance of Gandhian Values in Good Governance and
Policing" at the Academy on 29th September, 2006. The Mahatma Gandhi Endowment
Lecture has been instituted, as an annual event, by the "Kaza Poorna Chandra
Gandhi Trust" human values, Hyderabad, with the objective of promoting the
spirit of basic human values, like truth, integrity and commitment to public
services. This Trust is founded by the family members of Dr. KPC Gandhi,
Director, Andhra Pradesh Forensic Science Laboratory.
Prof. Bhikhu Parekh strongly advocated that there should be training inputs for
police in - observing non-violence. He said that the legitimacy of the State
depended on how police behave in a fair, impartial and non-discriminatory
manner. The state has internal and external faces in the form of police and
army respectively. If the internal face is cracked and is not handsome, the
legitimacy of the State will be lost. Police are to help to maintain the
legitimacy by instilling trust in the society. The policemen should be
continously exposed to have experiences with the public through their suitable
placements in troubled places, religious communities etc., to ensure effective
Policing.

Gandhian values revisited

A 1 week seminar on National Security was conducted in the
Academy from 25th to 30th September, 2006, for IAS/IPS officers and officers
from Armed Forces and CPOs. A total number of 22 officers have attended the
seminar. The objectives of the seminar were:
1. To increase awareness of the different dimensions and elements and that
constitute National Security as well as threats to such security
2. To provide an opportunity for the participants to interact and exchange
ideas on the subject
The seminar was inaugurated by Shri N N Vohra, LAS(Retd.) on 25th September,
2006, and the valedictory address was delivered by Shri R K Khandelwal,
lPS(Retd.).

Shri Ashish Gupta is a 1989 batch IPS officer, borne on Uttar
Pradesh cadre. He has done his graduation in Computer Science from IIT,. Kanpur
and Masters in Business Administration (MBA) from IIM, Calcutta.

A 10-day course on Management of Outdoor Training was
conducted in the Academy from llth to 20th September, 2006, for the rank of
Dy.SP, Addl.SP and SP level officers. A total number of 44 officers have
attended the training. The objectives of the course were:
1. To share the practices adopted by various training institutions in physical
training, weapon training, drill, field craft/tactics, etc and identify good
practices and evaluation techniques
2. To understand human physiology and sports injuries
3. To understand principles of adult learning in the context of outdoor
training
4. To understand the issues in outdoor training of women officers.
5. To understand use of counseling techniques and feedback in outdoor training
6. To appreciate the role of proper nutrition in physical training
7. To understand the role of a trainer, competencies required and need for
trainer development.
8. To understand the role of confidence building activities
The course was inaugurated by Shri Kamal Kumar, Director of the Academy, on
IT'1 September, 2006, and the valedictory address was also delivered by him.

A 4 Day Course on International Cooperation and Coordination
in Criminal Investigation and Trials was conducted in the Academy from 4th
to 7th September, 2006, for the SP and above level Civil Police
Officers. A total number of 22 officers have attended the course.The Objectives
of the Seminar were :
1. Appreciate the need and significance of international cooperation in the
context of investigation of organized crimes, terrorist crimes and
transnational crimes;
2. Have an overview of the principles, legal framework and instruments relating
to international cooperation in criminal investigation and trials;
3. Have an understanding of the role of INTERPOL in international cooperation
in the context of criminal investigation and trials;
4. Discuss the various issues of cooperation and coordination in criminal cases
in which investigation/trials involves other countries, in one way or another.
5. Identify the legal, administrative and other constraints, as also the areas
that need to be strengthened, for increased international cooperation between
law-enforcement agencies.
The course was inaugurated by Dr.Trinath Mishra, IPS(Retd.), on 4th September,
2006, and the valedictory address was delivered by Shri Kamal Kumar, Director
of the Academy.

Academy Riding Ground on 4th September, 2006. The competetion was won by Shri
Ankaj Sharma of Squad-3.

A course on "Crime Against Women and Children including
Trafficking", was held in the Academy on Aug 28 - Sept 2, 2006. The course was
inaugurated by Ms. Reva Nayyar, IAS (Retd.). There were 23 participants from
State Police and CPOs , Judiciary, Public Sector attended the course. The
Objectives of the Course were :
1. Genesis and ramifications of crime against women & children in India.
2. The recent trends in crime against women & children
3. The problem of trafficking: Its extent & routes.
4. The desired response of the Police and the Criminal Justice System to the
needs of the victims of these crimes.
The seminar was inaugurated by Ms.Reva Nayar, IAS(Retd) on 28 th August.

The 48th Annual Athletic Meet 2006 was held in the Academy
from 28th to 31st August, 2006. Shri Santosh Macherla, Joint Director,
inaugurated the meet. Lt Karma Phuntsho of Royal Bhutan Police bagged the Best
Athletic Trophy with total of 50 Points. Shri Maneesh Chaudhary also put up a
commendable performance, securing 4 Gold Medals (48 Points). Ms. Manzil Saini
was declared the Best Lady Athlete of the Batch, who won 4 Gold medals in the
lady probationers events. Squad No. 4 emerged as Champion Squad with 208
points. Shri Vijay Shanker, Director, CBI was the chief guest for closing
ceremony.

Annual Aquatic meet - 2006 was organised on 25th and 26th
August, 2006. Shri Madhur Verma, IPS Probationer, emerged as the Best Swimmer
of the meet. He established the new Academy records. In the 100 M Free Style he
clocked 1.23.37 Min as against the 01.24.09 Min. of last year. In the 200 M
Individual Medley he clocked 03.11.28 Min. as against 3.19.58 of last year.
Shri Kabib K, won the A S Brar Trophy for 100 Meter Breast Stroke Event.

A Workshop on "Quality Management for Improving the Delivery of Police Service
to the People" held by the Academy on August 24 - 26th, 2006. The Course was
inaugurated by Dr. Subhramanian, IPS (Retd.). There were 23 participants from
State police and CPOs. The Objectives of the Course were : To sensitise the
participants to the principles of Quality Management Systems and the
application of these principles and practices for improving the delivery of
police service to the people. The Workshop is conducted in collaboration with
the Bureau of Indian Standards.

the participants rated the over all Grading of the Course as 4.3/5: Excellent.

putting an excellent performance in Independence Day Parade on 15th August,
2006. They put up a colorful parade. Shri Murlidhar, IPS Probationer, commanded

A course on Right to Information Act for Police Officers was held in the
Academy on August 7th-8th 2006. The course was inaugurated by Sh. C D Arha,IAS
(Rtd.). There were 33 participants from State Police and CPOs attended the
course. The Objectives of the Course were :
1. To describe the concept and purpose of Right to Information
2. To explain the salient features of the Right to Information Act and their
possible implications
3. To describe the process of seeking and providing information
4. To list exemptions prescribed in the Act
5.To explain the procedure of appeals and penalties imposable by Information
Commissions
6. To describe responsibilities of Public Authorities
7. To explain the strategy for operationalizing Right to Information.

A 2 day seminar on Proposed Police Mission : Opportunity & Tasks for 55 batch of IPS officers(Retd.) was conducted in the Academy from 29th-30th December, 2005. The 1955 RR batch consists of 32 IPS officers. The Seminar was attended by 18 officers. This Batch has made Indian Police proud by giving some of the Finest Officers to the Country.

The Academy organized a one week Vertical Interaction Course on "Community Participation in Policing" for officers of the rank of SP and above, from 19th to 24th Dec., 2005. 17 officers attended the course. The Course was inaugurated by Dr. Jayaprakash Narayn, National Campaign Coordinator, Loksatta. The objectives of the course were 1. To understand the concept of Community Participation in Policing 2. To understand how Community Participation has Force Multiplier Effect in Policing. 3. To identify the scope of Community Participation in Day-to-Day Policing 4. To prepare a Blueprint for Community Participation in Policing. Sh. GHP Raju, Asst. Director was the Programme Director for the Course, and the participants rated the over all Grading of the Course as 4.5/5: Excellent.

92 IPS Officer Trainees, including 10 lady officers, belonging to 58th Batch of Indian Police Service reported at the Academy on 12-12-2005, for the Basic Course Training (Phase - 1) of 44 weeks duration, which completes on 31-10-2006. 3 Maldivian & 4 Royal Bhutan Police officers are also undergoing training with this batch. Shri Kamal Kumar, Director of the Academy, in his address welcomed the Officer Trainees to the glorious Indian Police Service and SVP National Police Academy.

The Academy conducted a one week course on "Investigation of Frauds and Scams" for officers of the rank of Suptd. of Police and above, from 05th to 10th Dec., 2005. 17 officers attended the course. The Course was inaugurated by Sh. R K Raghavan, IPS (Retd.), Former Director, CBI. Various important topics including Money laundering, Export and Import frauds, Stock market scams etc., were presented by eminent guest faculty. Shri K Vijay Rama Rao,(Retd.), Former Dir,CBI and Ex-Minister Govt. of AP, was Chief Guest for Valedictory Session.

A 5 day course on "7th SOC : Level - III Strategic Management Programme" was conducted in the Academy from 21st to 25th November, 2005, for the officers of the rank of Inspector General of Police. The Course was inauguraed by Shri C. Anjaneya Reddy, IPS (Retd.). 23 Officers attended the Course. The objective of the course was 1. "TO EVOLVE ACTION PLANS FOR IMPLEMENTATION ON CONTEMPORARY ISSUES FOR IMPROVING POLICE ORGANISATIONAL EXCELLENCE 2. According to the recommendation of the Satish Sahney Committee SMP should be in the form of Thematic Workshops and Syndicate Studies under the guidance of expert facilitators and there should be no lectures. The Academy organized a one week Course on Criminal Justice System: Inter-segment Co-ordination for officers of the rank of Supdt. of Police, DIGP and officers from judicial & Prosecution and equivalent ranks from other organizations from 14th to 19th Nov., 2005. In all 30 officers ( 7 from State Police + 2 from CPOs + 6 from Prosecution Departments + 14 Judicial officers and 1 officer from Prison Dept.) attended the course. The Course was inaugurated by Dr. S. Subramanian, IPS (Retd.) on 14th Nov., 05. He addressed the Course participants on the theme: "Importance of Inter-segment Co-ordination for Effective delivery of Criminal Justice". Dr. Justice V.S. Malimath, former Chief Justice of Karnataka and Kerala High Courts was Chief Guest for Valediction Session. He delivered lecture on "Reforms in Criminal Justice System: Recommendations of Malimath Committee" Ms. Tilotama Verma, Dy. Director was the Programme Director for the Course, and the participants rated the over all Grading of the Course as 4/6/5: Excellent.

The Passing Out Parade of the 57th RR batch of IPS probationers was held on 05th November,2005. 81 IPS officers including 6 lady IPS probationers along with 4 officers from Maldivian Police Force and 2 officers from Royal Bhutan passed out of the portals of this Academy. The fort walls of the parade ground reverberated to the patriotic band tunes as the probationers put their first step in service to the people. The parade was reviewed by Shri Shivraj V Patil, Hon'ble Union Home Minister, Govt. of India. The chief guest gave away the prizes to those probationers who had excelled in training. The Prime Minister's Baton and Home Ministry's Revolver was presented to the overall Best Probationer Sh. K A Senthil Velan, allotted to Tamilnadu Cadre. Shri Bhubanananda Misra Memorial Trophy for the Second Best all-round IPS Probationer was awarded to Shri Vikas Kumar (Nagaland). The IPS Association's Sword of Honour for the Best Outdoor Probationer was presented to Shri Gaurav Srivastava (Rajastan Cadre) and the Mehta Cup for Studies was presented to Shri Vikas Kumar (Nagaland). The chief guest, in his address to the Probationers, congratulated them for the excellent parade put up on the occasion. He exhorted Probationers to be free from bias and prejudice against religion, region, language or caste. He said that "It is high time to transform police from a force to a service". Shri Kamal Kumar, Director, SVP National Police Academy in his welcome address thanked the Honble Union Home Minister for gracing the occasion and highlighted the varied inputs being given to IPS probationers to equip them with professional, physical and attitudinal virtues that an IPS officer requires in the field. A Training manager's workshop was held on 03-11-2005 in the Academy. The session was inaugurated by Sh. Kamal Kumar, Director of the Academy. 13 delegates from different Police Training Institutions across the country attended the workshop. The workshop defined the road map for implementation of the PoTNET (Police Training Network Server) by the Police Trainining Institutes, apart from discussing the expectations of the Academy from the States in respect of District Practical Training of IPS Probationers.

Hon'ble President of India Dr. A.P.J Abdul Kalam, delivered the 20th Sardar Vallabhbhai Patel Memorial Lecture on "National Development : Police a Partner" at the Academy on 15th October, 2005. Sardar Vallabhbhai Patel Memorial Lecture is an Annual feature of the Academy in the honour and memory of the great son of soil, Sardar Patel. Sh. Kamal Kumar, Director of the Academy welcomed the guest and presented a memento to the esteemed guest. A six day course on Computer & Internet Crimes was held in the Academy from 26.09.2005 to 01.10.2005. There were 32 participants in the cause including 6 from Central Economic Intelligence Bureau (CEIB). The course covered the legal issues besides the procedural aspects of investigation computer and internet crimes. The participants were taken on visit to VSNL, ISP and computer crime division of GQD, Hyderabad for a fist hand experience of an interface of investigator with other agencies. The faculty was drawn from police organization, private educational agencies and corporate sector. The course was inaugurated by Shri Kamal Kumar, Director, SVP NPA and the valedictory address was delivered by Shri T.K.Vishwanathan, Secretary to GOI, Ministry of Law & Justice. '25th Training Administrators' Course for the Officers of the ranks of Superintendent of Police and Dy. Inspectors General of Police is being attended by 21 Officers. The course coveres inter-alia Role of Training Administrators; emerging modem concepts of training psychology of training adults; individualized and group centered methods, and training aids; need-based training designs and evaluation tools; development of faculty; benchmarks for effective Indoor and Outdoor training; effective administration of courses and management of training function. The participants in their action plans reflected that they would apply the learning in the domains like- Management of Training function, Use of Ice-breakers in training, Participative training methodology, Training Needs Assessment and Programme Designing, Strategies for Faculty Development, Benchmarking the training process, Creating better interface between field and training institutions, Quality of training through learning infrastructure development, Monitoring and Evaluation of Training and Planning and Presenting Effective presentations. The Course concluded on 3rd Sept,2005.

In connection with the proposed Interaction of Superintendents of Police with Hon'ble Prime Minister, four Preparatory Regional Workshops of Superintendents of Police to discuss issues relating to policing and improving the delivery of police service to the people, have been scheduled to be held at the following places on the dates mentioned against each: (1) NPA, Hyderabad .. 14.6.05 & 15.6.05 (2) Guwahati .. 20.6.05 & 21.6.05 (3) Srinagar .. 27.6.05 & 28.6.05 (4) Mumbai .. 04.7.05 & 05.7.05 2. The following 8 topics have been included in the agenda for discussion at each of the Regional Workshops: (1) Improvement in Delivery of Police Service to the People. (2) Community Participation in Policing (3) National Security Challenges before the Police (Terrorism, Militancy, Organised Crimes, etc.) (4) Criminal Justice Reforms (5) Recruitment, Training and Human Resource Development in the Police (6) Rural Policing and Village Police Set-up (7) Problems of Urban and Metropolitan Policing (8) New Challenges to Policing in the Context of Technological Advancements and Economic Development 3. The details of the Workshop, Notes on Agenda and Issues for deliberation at Regional Workshops, Contact numbers of Nodal Officers, Nominations from various State Governments / UTs, Format and Modalities of the Workshop are available on MHA Website (www.mha.nic.in). 4. As scheduled, the first 2-day Regional Workshop of Superintendents of Police was held in the Academy on 14th and 15th June, 2005. 74 officers of the rank of Superintendent of Police from Southern Region, i.e., Andhra Pradesh, Tamilnadu, Karnataka, Kerala, Pondicherry, Andaman & Nicobar Islands, Chattisgarh and Jharkhand participated in the Workshop. The participants discussed the topics included in the agenda and formulated their views and suggestions under the guidance of the following dignitaries invited to act as Moderators: (1) Shri A.P. The Government of India set up the Second Administrative Reforms Commission (ARC) under the chairmanship of Shri M Veerappa Moily, former Chief Minister of Karnataka, to prepare a detailed blueprint for reforming the public administrative system in the country. One of the terms of reference for the Commission was to examine issues relating to Public Order. The Academy organized a National Workshop on Public Order on behalf of the Commission on 11th and 12th March, 2006, for this purpose. The workshop was attended by 100 seasoned representatives from the general administration, the police and NGOs, besides academics, lawyers, journalists, inaugurated by Shri M Veerappa Moily, Chairman, ARC. The deliberations were undertaken on the following four sub-themes under the guidance of expert panelists.
1. Organized violence, Terrorism & Extremism : Role of the State and Reforms.
2. Role of the Government, Executive Magistracy & Judiciary in Public Order Management : Need for Reforms.
3. Role of the Police in Public Order Management : Need for Reforms.
4. Public Order : Need for Reforms in the Criminal Justice System.

The Academy organized a one week workshop on "Day to Day Policing and Internal Security" for officers of the rank of SP and above, from 17th to 22nd April , 2006. 17 officers from various states and CPOs attended the course. The Course was inaugurated by Shri .K. Vijayarama Rao, IPS (Retd.) The objectives of the course were 1. Recapitulate the various essential elements of day-to-day policing . 2. Understand the impact of day-to-day policing on law & order, crime prevention and crime detection tasks of the Police. 3. Deliberate on adverse impact of the neglect of day-to-day policing on the growth of phenomena like Organized Crime, Terrorism, Militancy, Communal Violence, etc. 4. Appreciate the implications of the absence of day-to-day policing for anti-extremists operations, counter-intelligence tasks, etc. Sh. Abhishek Trivedi , Asst. Director was the Programme Director for the Course, and the participants rated the over all Grading of the Course as 4.77/5: Excellent. Shri kamal Kumar, IPS, Director, SVP National Police Academy was chief Guest for the Valedictory session.

The Academy organized a one week Course on "Computer and Internet Crimes" for officers of the rank of SP and above, from 24th to 29th April , 2006. 31 officers from various states and CPOs and other organizations attended the course. The Course was inaugurated by Shri Kamal Kumar, IPS, Director, SVP National Police Academy The objectives of the course were to enable the participants 1. The technology involved 2. The legal provisions 3. The investigating procedures Sh. Rakesh Aggarwal, Asst. Director was the Programme Director for the Course, and the participants rated the over all Grading of the Course as 4.8/5: Excellent. Shri Mr. J. Satyanarayana, CEO, NISG, Hyderabad, India was chief Guest for the Valedictory session.

The Academy organized a two weeks orientation Course on "Research Methodology" for officers of the rank of SP and above, from 15th to 25th May, 2006. 13 officers from various states and CPOs attended the course. The Course was inaugurated by Shri Kamal Kumar, IPS, Director, SVP National Police Academy Shri Ashish Gupta, D.D. (ToT & Research) was the Programme Director for the Course.

A 5-week 35th Training of Trainers Course was conducted in the Academy from 3rd July to August, 2006, for Dy.SP, Addl.SP, and SP level officers. A total number of 27 officers have attended the course.
The objectives of the course were:
1. Describe importance and significance of training in improving police performance and images.
2. Enlist characteristics of adult learners; communication principles.
3. Select and use training methods.
4. Prepare and use training aids.
5. Assess training need and develop need based Indoor and Outdoor course designs for their trainees.
6. Develop functional understanding of managing a training Organization through visit to various leading institutions during this course.
The course was inaugurated by Dr S Subramanian, IPS(Retd.) on 3rd July, 2006, and the valedictory address was delivered by Shri V K Deuskar, IPS(Retd.).

The Academy organized a one week Course on "Organised Crime" for officers of
the rank of SP and above, from 10th to 15th July, 2006. 24 officers from
various states and CPOs and other organizations attended the course. The Course
was inaugurated by Shri K. Vijayarama Rao, IPS(Retd). The objectives of the
course were to enable the participants :
1. Understand the meaning, characteristics and magnitude of organized crime and
appreciate the threat posed by Organized crime to National Security.
2. Identify various types of Organized Crimes, indicators of growth of
organized crimes in the are, and modus operandi of criminals.
3. Discuss strategies for prevention, detection, investigation and prosecution
of organized crimes and evolve means and methodologies to counter such crimes.
4. Understand the underlying causes of growth of organized crime and identify
measures needed to be taken by the police to control the same at the initial
stages.

Course. Shri Anantha Ramana, Member SEBI, Chief Commissioner of Income tax
(Retired) was chief Guest for the Valedictory session.

A 2 day Course on RIght to iNformation Act for Police Officers was conducted in the Academy on 7th and 8th August, 2006 for the rank of SP and above level officers. A total number of 33 officers have attended the course.
The objectives of the course were:
1. Describe the concept and purpose of Right to Information.
2. Explain the salient features of the Right to Information Act and their possible implications.
3. Describe th process of seeking and providing information.
4. List exemptions prescribed in the Act Explain the procedure of appeals and penalties impossible by Information.
5. Commissions.
6. Describe responsibilites of Public Authorities Explain the strategy for operationalizing Right to Information.
The course was inaugurated by Shri C D Arah, IAS(Retd.), Chief Information commissioner, Andhra Pradesh on 7th August, 2006, and the valedictory address was delivered by Shri Kamal Kumar, Director of the Academy.

A 2 week training programme for Uttaranchal Police was conducted in the Academy from 21st August to 2nd September, 2006, for the directly recruited Dy.SPs of Uttaranchal Police. A total number of 20 officers have attended the training programme.
The objectives of the course were:
1. Enlargeing the vision of Directly recruited Dy.SPs
2. Imparting them knowledge about the functioning of other Central Police Organizations, Law and Forensic Science.
3. Developing their Personality.
The training programme was inaugurated by Shri Santosh Macherla, Joint Director of the Academy, on 21st August, 2006, and the valedictory address was delivered by Ms.Kanchan Choudhary Bhattacharya, DGP, Uttaranchal.
